For years, the Chinese Communist Party has been stealing U.S. intellectual property, costing American taxpayers up to $500 billion annually. Last week, the House passed the Protect America’s Innovation and Economic Security from CCP Act of 2024 to counter the CCP and Chinese government’s spying on U.S. intellectual property and academic institutions and prosecute those who engage in the theft of trade secrets and espionage.
The growth of high-tech industries has the potential to create thousands of jobs in manufacturing, R&D, and related sectors but we must not allow American manufacturers to be left behind.
If we are serious about protecting and promoting domestic manufacturing, our tax code should support American manufacturing and American workers – not enrich companies controlled by the Chinese Communist Party. That's why the House passed the End Chinese Dominance of Electric Vehicles in America Act of 2024 to amend the Internal Revenue Code of 1986 to exclude vehicles with batteries that contain materials sourced from foreign entities of concern from the clean vehicle tax credit.
The House also passed the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act and the Protecting American Agriculture from Foreign Adversaries Act of 2024 last week. Earlier this year I also voted for the FY25 National Defense Authorization Act (NDAA) to deter our adversaries like China by enhancing the U.S. deterrence and defense posture in the Indo-Pacific region.
Congress has no greater responsibility than to protect America and I am proud to have voted for these bills.
